Safety Issues at Preempted Crossings: A conversation with Rick Campbell

On October 25, 2010 the FRA issued Safety Advisory 2010 - 02 calling for comprehensive joint inspections of highway traffic signal pre-emption interconnections. This safety advisory was based on NTSB recommendations dating back to 1996 as a result of the tragic collision of a school bus and a train in Fox River Grove, Ill. To better understand the significance of what seems to be a compelling mandate by Federal authorities we interviewed Rick Campbell, the leading authority on interconnected systems and traffic signal preemption issues.
