Since the National Transportation Board’s (NTSB) 1995 investigation of a collision between a school bus and a train in Fox River Grove, Ill., at an interconnected highway-rail grade crossing, a number of federal agencies have issued safety recommendations and guidance concerning interconnection between rail and highway signal systems, including the National Transportation Safety Board (NTSB), the Federal Railroad Administration (FRA), and the Federal Highway Administration(FHWA).
